Artifact items are not in the game, Akmodan. If you believe that you've discovered one, I would suggesting petitioning a Game Master so that we can properly investigate the situation. My guess would be that you're a little sleep deprived and you're actually looking at some Twill. ;)

Please note that real life threats are taken very seriously, Akmodan. If you're joking now is the time to make it known, otherwise I will be forced to contact the authorities so that the matter investigated.
The Talisman of Binding Shard was mistakenly attached to a loot table and since then has been removed. For all respective purposes, the item is no longer considered "in the game". I'm sorry if this has caused any confusion.
