The TOS says that you can transfer ownership of the game to someone else by deleting files on your computer, physically transferring the game discs into their ownership, and having them accept the terms of use.
Does this apply just to the discs, or to the account also? Because the Authentication Key is bound to accounts, I'm wondering if you can transfer your account in this manner.
(Wondering if it can be transferred to a family member if I just got a new one)

Faiz, Barolas, and Sonic are all quite correct; the transfer of accounts is not permitted under any circumstances and the only persons permitted to access your account are yourself and your one (1) minor child.
The game disks can be transferred to another person (for purposes of installing and so on); but any account created with the authentication key cannot be transfered under any circumstances. Here is a quote from the first paragraph of the End-User License Agreement that details the contents of the collective package referred to as the "Game": Q u o t e: This software program, and any files that are delivered to you by Blizzard Entertainment, Inc. (via on-line transmission or otherwise) to "patch," update, or otherwise modify the software program, as well as any printed materials and any on-line or electronic documentation (the "Manual"), and any and all copies and derivative works of such software program and Manual (collectively, with the "Game Client" defined below, the "Game")
All of the above items can be transferred to another person, as per section 3B of the End-User License Agreement (which you quoted in your reply, Herrgeneral). However, the "Account" that is created to access the "Service" cannot be transfered to another person under any circumstances, as per section E of the Terms of Use. I'm very sorry for any confusion that this has caused and hope this helps to clear up some of it. If you have any further questions, please let me know. :)
