Actually it is a bug on the website. I don't know why it says that on the website to be honest, the actual ability in the BC builds doesn't say anything about normal melee attacks, and it does still work with specials. I'll have the web team fix it on the site.

No, the tooltip just tells you what the ability has actually always been doing since day one. The ability itself hasn't changed at all.

EDIT - Blue post is on page 3, and it's... Kalgan! He confirms that the Flurry tooltip in the new Talent Trees is incorrect.
