(I dont wanna sit 4 hours to find a topic about this, if theres any else)
"Transfers from PVE to PVP serverr are not permitted as the leveling on PVE server is generally much easier that of PVP server."
This was the answer i got from a GM when i asked why we couldn't move from RP/PvE server to PvP server.
I don't se any big different about leveling on RP/PvE than leveling on PvP server, or if you think that Gearing up is easier,(watch on the Top rated guilds in the world you see that they play on PvP server.)
And if you accept PCT from PvE/RP you will earn more money than deny it, since The life on RP/PvE server isn't as fun as PvP server (people quit pretty often when they play on RP/PvE server), so you wont loose any money for accepting PCT to PvP servers (what do i know.) But still, no bigger money loss.

We have no plans on changing this policy despite how much you might disagree with the reasoning behind it. As such it will continue to be impossible to transfer from PvE to PvP realms.
