Nope. This would, however, be a good reminder to everyone with a 'spare' 60 that isn't currently in an inn/city to log on and move to one.
Just in case you don't play one of your 60s for a while, at least it'll be collecting d... rested XP.

Tbh I don't know about the specific mechanics. I would definitely at least log in those 60s once, just in case there's a trigger mechanism..
