Typically, Arms is 2h, Fury is dw (with the exception of 2h fury), and Prot is 1h/shield. As Prot, there are tons of talents and skills that encourage you to stay as 1h/shield, such as Shield Specialization, Imp. shield Block, Imp. Shield bash, Shield Slam, Shield Mastery, and Spell Reflection.
The changes to Devastate only affects warriors who dw. I've done this to grind before with Devastate, but typically, it doesn't match the rest of the protection warrior's theme since I have to give up all those shield related skills.
Please change it so that Devastate can also benefit the 1h/shield set. Currently, Devastate does 50% weapon damage for both the mainhand and the offhand plus additional damage for sunders. Keep this, but if someone is wearing 1h/shield, have Devastate do 50% weapon damage for the mainhand, and shield block value for the shield damage, plus additional damage for sunders. This will further encourage protection warriors to stay as sword and board when grinding and pvping because it makes this arrangement more viable.
