Hey everyone Im postin on the behalf of my bro. Hes a lvl 58 draenei shammy, and i'm trying to get him attuned for onyxia and we have been gringing mobs (70 war and sham) for hours for the crumpled up note. We did all the pre quests up to locating marshal windsor and now we cant get the note.
Is there anything bugged with this quest? Or is there anything known about the note or obtaining it. I recall it dropping in like 5 kills for me.

This is a known issue and is set to be resolved in a future patch. Until that time it will not be possible for Draenei characters to receive the note necessary to continue the quest. Sorry. :\
