I know it says that it requires lvl 58 enter the portal. But I've seen many lower lvls running around. I'm assuming it's done either via a lock summon or a mage portal. It's not like any of the quests will be available to them and if they're under 58 they will have a HELL of a time killing anything.
I guess it's legal, no? I saw a lvl 41 run outside Thrallmar and agro things from Zangramarsh!

It's not something we're concerned about, the level restriction was mostly just to curb some of the launch rush to ensure that players who could effectively take advantage of the content could do so without the additional stress of players just wanting to look around. It's likely to be removed completely sometime in the near future.
