Not being able to get the Flute of Xavaric is one thing, but not being able to get the alliance-only quest drop note for the ony key isn't just 15k xp, its like 40k additional xp missing.
This is twice now I've been unable to do a quest because Draenei aren't flagged as alliance for quest drops.

Can you recall the exact name of the quest? I could use more accurate search terms to see what's going on with that.
Flute of Xavaric is currently bugged in the manner you describe. Not dropping for Draenei. We're in the process of getting a fix for that particular one.
All of the sudden, I found myself in love with the world. So, there was only one thing I could do...

It hasn't happened to me personally (my draenei is like level 8) but I've seen it mentioned more than once that draenei don't seem to be able to get this quest.....
