I right clicked my portrait, and behold, a new option:
Dungeon Difficulty:
Normal / Heroic
What's all this then? It may be in the patch notes some where (I looked over before a couple times, saw no mention of it), but I can't get the main page to load, so, I'm giving up on looking.

This will allow you to set the difficulty of specific dungeons that allow it in Outlands. As this patch includes almost all of the game-wide features, regardless of expansion access, the option displays but for now serves no purpose.
