is it open? i mean it is open i can go in and walk around insde \. then i go to some instance portal , it says i must do carverns of time quest. my question is. is that quest in game yet? or is that part of the expac. and they just put that in now ?

The Caverns of Time will not be open until the Expansion is released. You will need to have the expansion to access it.
