Will Outland and the new Azeroth areas get rain/possible snow?

The starting areas in Azeroth (Blood Elf and Draenei newbie zones) will see weather effects.

Outland is a broken planet and doesn't experience weather in the same way. However, the nether storms are quite breathtaking and the sky there has its own unique appeal. It is rather breathtaking, if I do say so myself.
