Subject: model changing

i have seen a few movies now with players that changed their race wearing other clothes etc.
is it ingame or edited after the recording ?
if its ingame, is it legal?
how can i change my model :)?

many people say its allowed but also they say it aint and GM's are saying its ok. so :O
