I could be wrong but I thought I read somewhere that there would be enough content in the expansion to level a character all the way to 70?

The way things have been designed is that you can feasibly go from 1-70 between the original content and the expansion without the need to do any of the high-end dungeons for gear. There is plenty of content and equipment for people to get all the way up to 70 provided they have the expansion.

Meaning current high end dungeons such as MC, BWL etc. Players who for some reason can't get into those dungeons (or to skip them for other reasons) won't be hindered in their progress should they choose to skip them and go on into Outlands and up to 70.

You'll still get the same xp for quests and for killing in them as you do now. It's a matter of what people want to do and what they are capable of. It's about adding more choices for people. There are encounters in those dungeons that some people haven't ever seen that they may just want to see or even return to when they are higher level.
