1)You aren't because you have to spend one?
2)Mana regen can be hard to notice if you aren't specifically watching for an increase.

Sorta cheap, but not really exploitative.

Example 2: The 8/8 nemesis bonus, Blessing of salvation, tranquil air totems, and the Imp's MD buff. Do these stack additively or do we just get whichever does the highest threat reduction?

1)They should stack and I would think that if they don't you would receive the "already more powerful spell" response.

Yeah, it ain't the greatest debuff. I've always considered it more of a leveling debuff than an end-game debuff.

70% of the time this is only an issue in instances but creates fairly significant problem and gameplay issue.

More of a technical issue than a design issue. It is design related partly due to the fact that more actions are taking place between you and the server with registering creature death, generating shard, etc. Could be reduced with client-side upgrades, server-side upgrades, population balancing, etc.

This is something I have asked myself on many occasions. Am pushing for said functionality.

Is saccing a pet and using jumper cable or priest to rez it, for both MD and demonic sac buffs, consider an exploit or just creative use of game mechanic?

Because jumper cables only have a small chance to actually pull this off, no one is stopping you from trying ;)
