Don't know if you've all read this, but I picked it up in the Test forums (haven't actually seen it with my own two eyes as I haven't played in the PTR).
Basically, 5 sec debuff on target after casting Shadowburn:
"Shadowburn - Magic
Will grant the caster a Soul Shard upon victim's death."
Hotness.

One of the bigger reasons for this change was to help with shard depletion in PvP. Shadowburn was seen to be used a lot, but did not necessarily return the shard. With many 'locks concerned that shards get used up in PvP too fast, this is one change intended to address that.
