I would like to know if Blizzard has an ETA on when our abilities will return to normal, such as vanish, seal fate, blade flurry, etc
In other words, how high are these fixes on the priority list? Will there be a hotfix on maintenance day or are we looking at the next major patch?

As far as I am aware, each of the issues you listed will require a client-side patch. As to when the next patch will arrive, or if each issue will be fixed in the very next patch, I simply don't have concrete information to give.
