I was just thinking, the purpose of a test server is to try out the new content before it goes to the regular servers, but in the case of Ahn Quiraj, which requires people to work about 3-4 weeks just to get it open, will AQ be opened right away on the test servers, or will the process of opening it be truncated so it takes about a week?

When the Test Realms come up, the Qiraji war will be flagged as completed and both the 20 and 40 man Ahn'Qiraj instances will be available for testing.

We have been and are continuing to run extensive internal tests on the gate opening events to ensure that they are bug free for the release of patch 1.9.0.
We would prefer that those of you who wish to test on the Test Realms get to actually test the Ahn'Qiraj raid instances instead of having to wait around for quite a long time before the gates are opened. =)
