With 3 points in Surefooted, a hunter should receive this effect:
Increases hit chance by 3% and increases the chance movement impairing effects will be resisted by 15%.
I have tried this out against a variety of movement-impairing attacks and spells on the test server. Not once have I ever resisted any movement impairing effect.
Also, the 3% chance to hit is worthless for hunters with epic gear. The way this game is designed, any +hit above 5% against an equal level mob will be worthless, and any +hit above 6 or 7% will not help you at all even against level 63 mobs and raid bosses.
This is a problem because of the design of hunter epic armor. Many pieces of Giantstalker and Dragonstalker armors give +1% chance to hit, and some give 2%. Well-geared hunters will have about 11% bonus chance to hit, most of which is not able to benefit us in any way.

Our internal testing has shown that the hunter's Surefooted talent does in fact work. Our test subject was able to resist multiple Hamstrings, Wing Clips, Frost Shocks, and other movement impairing effects. There is currently an issue in which the resist messages are not shown overhead or in the combat log. You can find this in the Currently Researching sticky found on this forum.
You can verify this by having a hunter perform Wing Clip on a hunter with the Surefooted talent. If the hunter is afflicted by Wing Clip, wait until the effect wears off then Wing Clip the hunter again. Eventually, the hunter will still take damage from the Wing Clip but will not be afflicted by the movement imparing effect. Remember, the damage from the Wing Clip will still be dealt regardless of whether the effect was resisted.
