Damage Over Time spells (including Area of Effect) do not have a chance to score a critical hit. A channeled spell is not a Damage Over Time spell.
This is intended functionality.

I should've stated channeled spells are not necessarily Damage Over Time spells. However, that doesn't clarify much from a player's perspective.
Further, Arcane Missiles is a spell with very unique functionality.
The relevant point of my post: The fact that Blizzard does not have a chance to score critical hits is intended functionality.
I'm afraid this doesn't relate to Test server content, however, so please relocate any discussion of Blizzard's chance to crit to either the General forum or the Mage class forum.
