I've been having this problem for a while now. When starting the WoW Launcher and clicking on "Public Test", I always encounter this error..
This application has encountered a critical error:
ERROR #121 (0x85100079) Version Mismatch
Program: C:\Program Files\World of Warcraft\WoWTest\WoW.exe
DBFilesClient\VideoHardware.dbc has wrong number of columns (found 19, expected 22)

I've redownloaded the patches many times.
I've deleted the test foldier and repatched them many times.
I've uninstalled WoW and reinstalled the game, then the test patch, also didn't work.
I've done a fresh restart and tried patching upon load, didn't work either.

Also, everytime I patch the game with the test patch, I get this error..
The program was unable to write to disk.
File name: C:\Program Files\World of Warcraft\WoWTest\WoW.exe
Error: The process cannot access the file because it is being used by another process.
ERROR: unable to move original file 'C:\Program Files\World of Warcraft\WoWTest\WoW.exe' out of the way (32: The process cannot access the file because it is being used by another process.)
WoW.exe isn't running while patching, nor is the launcher.[ post edited by Nasci ]

I don't see your build information that you're trying to connect with.
Can you enter the login screen and tell me what build you're using? If you log into wowtest.exe and are on the username/password screen it'll say in the lower left hand corner.
FYI, the proper build is 0.12.0 build5595.
