I tried using the web form, here is the reply I got:

Technical Support can assist with technical issues such as game crashes, connection issues, graphical display issues, etc. All in game support for World of Warcraft is handled in game using our GM petitioning system. This includes quest related issues; lost items, missing/deleted characters, characters that are stuck, harassment, etc.
I'm not really sure what to do. :/

Hi Evertras,
I have been told that hacks and cheats should be reported via the web form. If there has been a change to this procedure I was not made aware. I will look into it.
Until then please continue to report via the web form.

I spoke with the GMs about this. Turns out I have been relaying the wrong webpage.
The correct page is:
http://www.blizzard.com/support/?id=eHacks000
There is no "/wow/" in the correct address.
I've posted a sticky, and we're going to get the header on the bug report forum updated as soon as possible. I apologize for this miscommunication.
