Okay, so I saw the forums about the new patch and all that. I follow the instructions and delete the WoWTest folder from my world of warcraft folder. I download the new client for the new patch, then start downloading the patch and it is not going anywhere. I exit that and re-try, and now it says "Could not initialize storage. You may not have permission to write to the destination path." Then I see that on my desktop there is a new icon that says WoW-1.9.4.5086-to-0.10.0.5195-enUS-patch... I try deleting it and it says that I can not delete it because it is being used by another program.. but i have no other programs up. What is wrong with this???

On the Mac client, that usually happens if you try to run the downloader while it is still inside of its disk image. The error message sounds familiar to me..
You need to drag the downloader to your WoW folder and then run it from there.
Was that the problem? Or are you on Windows ?
