I'm going to comment on each of the changes Blizzard has in the patch notes:
Q u o t e: Battle Shout - Rage cost reduced.
Very good change. Probably one of the most helpful changes in the patch.
Q u o t e: Bloodrage - Health cost reduced.
This is a good change. It takes about 300 life now. Useful for getting rage if you need it for intercept. However it will probably still remain underused because of the health cost.
Q u o t e: Heroic Strike - Damage increased.
I'll start off by saying, I really hope the current change is a bug. Currently Heroic Strike Rank 8 (level 56 skill) has a 14 point damage increase. Was this damage increase as described in the patch notes meant to affect a warrior's game play at all? Maybe you meant for it to be a 140 point damage increase? Either way, this skill needs a significant damage increase; which would be at least ~100 damage increase. A 14 point damage increase is just a slap in the face in my opinion.
Q u o t e: Thunder Clap - Now causes Physical damage instead of Nature damage; damage increased; duration increased with each new rank.
Will probably still remain underused, however this is a good change.
Q u o t e: Improved Sunder Armor - Now decreases rage cost by 1/1/1.
I think a lot of people will look at this as a nerf. This is not a reduce in rage cost in addition to the current increase in effectiveness talent on the live servers (as people thought it would be). 3 less rage wont help much, at all. While the increase effectiveness helped protection specced warriors hold aggro.

No one used this before, doubt people will use it now. The skill itself isn't worth using talents to decrease rage or increase effectiveness.
Q u o t e: Execute - Full rage is no longer consumed when the ability does not hit.
Good change, seems like a bug fix.
Q u o t e: Overpower - Should now be usable when a special attack is dodged.

The rest are just bug fixes. The biggest thing is the "Damage Increased" of heroic strike. I really hope 14 damage wasn't Blizzard's intention. Overall, these changes are very underwhelming. The warrior's effectiveness in PvP remains basically unchanged. Complaints will continue...

Regarding the change made to Sunder Armor:
We intend this as an improvement for the following two reasons:
- With the old Improved Sunder Armor talent, the 4th and 5th application of the ability accomplished very little on many creatures as their AC was already 0 after 3 uses.
- Reducing the rage cost of the new Improved Sunder Armor talent gives it more usability and improves the threat to rage efficiency as Sunder Armor causes a considerable amount of threat.
