Paladin class role description:
Q u o t e: they are tanks overall
Your statement:
Q u o t e: We don't intend for the Paladin to ever be as effective in tanking as the Warrior or even the Druid, which was designed specifically to be a replacement tank in the case that a Warrior wasn't present.
Another of your statements:
Q u o t e: As far as the Paladin having a taunt ability, we're just not convinced that a tank is required to have the warrior "Taunt" ability in order to be a tank
Perhaps its time to re-write the class role description? Furthemore, if you truly believe that a there's no need for a "'Taunt' ability in order to be a tank", then how do you explain that both the Druid and Warrior, classes "designed specifically" for tanking, have said taunt?

The statement "they are tanks overall" remains true, Aquinas. As my post indicated, we intend for the Paladin to be able to successfully main-tank 5, 10, 15 and 20 player-capped instances, which "overall" make up the majority of dungeons found in this game.
Smaller player-capped instances will be the focus of the expansion as well, which means that even moving forward, Paladins will continue to be able to serve the role of tank.
Beyond this, we intend for the Paladin to be able to off-tank in any instance. So, Paladins are tanks overall. However, they can also heal a party efficiently, and they offer both great support and utility.
