If I crit 1 target with CoC, I'll get 30% base cost of CoC refunded. Fine.
If I crit 2 targets with CoC, will I get 60% base cost of CoC refunded?
There was a blue post originally indicating YES. Then there was a blue post indicating NO. The wording in both posts was equivocal. This post will hopefully answer the question.

It will return one one crit. This can not be used to generate extra mana through AoE crits. I was looking last night for the post where I said caps don't come into it, but it doesn't appear to be in my post history.

That's the one. Silly me, I was talking direct damage when I should have been thinking AoE, like the guy said. Apologies.
