On the mage talent calculator, it has Blizzard's chill effect occurring for 1.5 seconds. Under the notes that IGN and you posted Tseric it is to be 4.5 seconds.
Are the notes wrong, or the calculator not updated yet?

and since I'm being so bold as to ask you to read my post...
Why not have Burning Soul renamed so that it will be used by all talent trees (like shatter to all spells), and let there be a 70% chance not to lose cast time when receiving damage?[ post edited by Bizarro ]

The talent by itself has a duration of 1.5 seconds. However, coupled with Permafrost, this allows a 4.5 second duration.
I am commenting on Burning Soul in an upcoming post.
