Okay, I've been thinking about this talent...
It seems to me that it might actually be worthwhile if I'm understanding it correctly. Let's say that you're spamming frost bolt for exactly 1000 damage(just pretend you're insanely lucky) every time. You're therefore generating 1000 threat each cast(I realize this isn't how it works, but bear with me). Then, you crit for 2000 damage...generating 2000*.5 threat, or 1000 threat...
Does this mean that crits generate the exact same amount of threat as a normal cast? If so...this might actually be quite worthwhile. =P[ post edited by Gareshra ]

It appears to me that several talent changes may suggest putting focus into crit% and the resultant aggro reduction. This increases the value of INT and + crit gear. Before, many Mages were valuing + dmg, overall and even STA above INT. While this still may be the case for some, it now seems a bit more viable to stack crit and not result in too much "lucky/unexpected damage", dependant on the actual spec, of course.
