Tier 6 Talent
5 Point Cost
Gived your Frost damage spells a 20/40/60/80/100% chance to apply the Winter's Chill effect, which increases the chance a Frost spell will critically hit the target by 1% for 15 seconds Stacks up to 5 times.
Note: Previously added three increments of 4% speed reduction to Chill effects. Was a Rank 2 item.
Arcane Instability
Tier 6 Talent
3 Point Cost
Increases your spell damage and critical strike chance by 1/2/3%.
Both of these Skills are tier 6 so you would think that they would have relative power or at least be close enough to warrent a thought out desicion.
If you have Arcane Instability then you PASSIVELY gain 3% crit/damage ALL the time with ALL spells. So with that in mind lets assume you are attacking an enemy with Frost Bolts and have a base crit chance of 10%. Look at this math over 6 Frost Bolt casts on the same target.
Arcane Instability (AI) Vs Winters Chill (WC)
First Cast
AI 13% crit
WC 10% crit
Second Cast
AI 13% crit
WC 11% crit
Third Cast
AI 13% crit
WC 12% crit
Fourth Cast
AI 13% crit
WC 13% crit
(So now they are finaly giving the same amount of crit after three successfull casts but AI was giving 3% damage all along)
Fith Cast
AI 13% crit
WC 14% crit
Sixth Cast
AI 13% crit
WC 15% crit
OK so when casting your fith Frost Bolt you finaly have a 1% higher crit rate and on your sixth Frost Bolt youll have 2% more crit from that point on but you have been at -3% damage all along anyway so the difference is pretty insignificant.
How many battles have you EVER fought outside of Boss encounters where you got to fire off more than 5-6 Frost Bolts? The answer is none. On 40 man trash you rarely get to shoot more than 4-5 before the mob is dead. In pvp you are lucky to get one off as an opener and then you wont be casting any bolts.
This new skill is extremely underpowered. Id like to think Blizzard might consider adding a +1% damage modifier on top of the crit to bring it more in line... but for some reason I very much doubt that will happen. Keep in mind also that Arcane Instability is not limited to only affecting the Arcane Tree, it affects all of your spells all of the time.
This skill also costs 2 more talent points to aquire and the debuff from it will most probably get knocked off during Boss fights (The only fights that will allow it to attain its full yet still underpowered potential.) Add to that the frustration of this weak debuff knocking off valuable debuffs and the fact that this skill is utterly pointless in PVP.... and you have to ask yourself... what was Blizzards intention for this skill?
Please everyone dont let this mistake go through. With good feedback on these forums and a respectable disscusion maybe we can convice a CM to bring our concerns to the light.

You're comparison excludes the fact that you can attain crit bonuses through the lower-tier talents of Frostbite and Shatter. With the low value of Arcane Subtlety, there is no reason you couldn't have all of the above.
A big benefit of Winter's Chill will obviously be seen with multiple Mages. As it doesn't have a prerequisite, there is no necessity of choice. However, 1% crit is not irrelevant for casters, which generally have lower crit%. Coupled with the other crit mechanics in frost, it can provide an extra chance.

Q u o t e: I would agree with you Tseric about multiple mages benefiting in the raid from this talent. But in general PvE mobs are not affected by Shatter and frostbite.
I just don't understand why you would compare them, when you could easily have both. Crit bonuses are usually passed out sparingly compared to, say, spell damage.[ post edited by Tseric ]
