Something seems to have happened to the ability to swap around bags that still have items in them. You can still swap bags in your bank that have items with each other, and the same is true for bags on your character. However, if you try to exchange a bag from your bank that has items in it, with a bag on your character (or vice versa), you get a "That Bag is full" error.
One strange twist is that if I attempted to swap a 16 slot bag from my bank with an 18 slot bag on my character, then it worked just fine, but it didn't work the other way around.
Ignorance can be cured. Stupidity is terminal!
