I recently installed an addon called Catalyst. This mod is used to reduce instance loading time. I just want a verification to know if this sort of mod is legal, so I don't get an account suspension or anything like that for using it.

This is indeed not allowed. You can almost always verify what is not allowed as bannable applications will Alter the Game World, Give a Player an Advantage Over Other Players, or Allows a Player to Play While Away From Keyboard. As stated on this website, "I wrote this as a quick hack to improve zoning time" which Alters the Game World and also includes the word Hack, which is *never* good.
