Caydiem,
I understand the Blizzard Team thinks Counterattack is needed due to the response from the Hunter community.
A reasonable solution to replacing Readiness which is something many hunters are interested in is to make Counterattack a standard hunter ability.
This will make sense because the survival tree will support this inate ability to hunters with the + Parry and the Deterence talents.
Please consider this as a more reasonable solution.

As far as I'm aware, there are no plans to make it a base ability. It's something slated as a talent for balance reasons.
