Edit: The devs are adamant it's one way, we are adamant it's the other. Regardless, buffs and potions DO NOT work on ranged attack power from this day forth. Let's work on something we have a chance of changing. Move on guys, we lost this one. Let's win the next.
Issue: +Attack Power Buffs Do Not Give Ranged Attack Power

Status: Buffs that do not explicitly state that they give Ranged Attack Power do not, and this is intended. Items that give +Attack Power boost both melee and ranged Attack Power. This is intended. The developers are in discussions on ways to make this more clear to the player.
This resolution is 100% clear, and if this is the way it is intended and working, there is no discussion needed on how to make it clear.
It's simply that they have stated that it was this way since release. THAT is the lie. Which is also clear to all players.
What is unclear is why they made this claim and change.[ post edited by Lor ]

This has been clarified by other players.
The buffs would give you added Ranged Attack Power if, and only if, you did the unequip/re-equip workaround for the Aspect of the Hawk bug. This would stack, thus causing an exploitable situation that was subsequently hotfixed.

My information on this comes from the development team. I will continue to seek clarification on this issue, but they are fairly firm on the stance that these buffs never increased ranged attack power in the first place. I am aware that you believe otherwise and I keep going back to them with this information, but so far I've not gotten a response other than what I've given you.

Okay folks, once again I've bounced this by the developers.
1) Battle Shout does not say in game that it increases both melee and ranged attack power. It says it increases Attack Power, which falls under the Melee Attack Power rule since it is a buff.
2) To the best of the developers' knowledge, the buffs and effects you cite -- Winterfall Firewater, Blessing of Might, Battle Shout -- never increased Ranged Attack Power and are not meant to.
3) Clarification on the AotH fix: according to the developers, there was an interaction between Attack Power buffs and Aspect of the Hawk that made the boost by the aspect, not the buffs, stack on itself if certain things were done.
Regardless, the point is that these buffs are not meant to give Ranged Attack Power and this will probably not change, as they are working as designed currently.
