Okay, folks, I've been bouncing back and forth in eMail and I've been told that the Dodge/Parry/etc. shouldn't have changed at all in PvE. (There may be some increased defense messages in PvP.) Ranged attacks were always subject to these (and are now on live realms if what I'm told is correct).
What I'd like from you is specific comparisons that I can take to QA so they can investigate the matter further. The live realms and test realms are there for you -- if you'd like to help us troubleshoot this issue, please post results here from any comparison tests you do.
This is by no means required, however, we have many active and constructive contributors in this community, and many of you have felt stymied in your aiding the changes to the class. This is a chance to help us in that process. :)[ post edited by Caydiem ]

Be constructive.
I am asking for specific comparisons, not calls of "lies!". The latter will not get something fixed. The former just might. :)

PvE parsing would help a great deal, since that seems to be a main point of confusion.
