Has it been clarified that 1.12 will make the decay rate on PVP rankings only 10% instead of 20%?

Honor kills will have a reduced penalty so that it will decay at 10% a kill. This basically means you will be able to kill the same person more before you will receive no honor at all.
The honor curve itself will be adjusted to allow more people into the ranks. No, we aren't releasing exactly what the numbers are, sorry.
Yes, we realise that people wanted more significant changes with this patch in regard to the honor system itself but those changes are planned to be released at the same time as the Burning Crusade expansion pack. (Please note that when we say 'at the same time' it means that the changes that affect the core game will be accessible by every subscriber.) We have been stating that the changes will be 'significant' however we do not have any further details at this time. We will have more information later on.
Please don't forget that 1.12 will also have Cross-Realm Battlegrounds, the Outdoor PvP events and the rogue talent changes to look forward to.

I would like to know please if I should bother sticking around or not. I would rather have a fun, close game and still loose then get 5 capped in AB 15v15 by the same guild groups over and over. All I have read about 1.12 is that there will just be a bigger pool now for for those guild groups to destroy random made up ones.
If you're referring to the matching system then, no. The matching system is still something in consideration and is intended to be put into place at some point in the future (maybe by expansion). The details of it are not available for release since there are things that could change based on the mechanics behind it.
That said, the matching system will most likely attempt to match created groups with created groups. More details will be given when we can.

I understand Psyd. I just want to make sure that the information that we have to give is as clear as possible for everyone so that they know what we are doing now and a bit of what we can say about what we are doing for the future as well.
