NO.
Tier3 loot will not junk compared to level 70 greens, and probably even blues. The item levels simply don't allow for that to happen. The closest upgrades to tier 1-3 will probably be Kharazan or perhaps some other level 70 raid instance.
Do level 60's not use krol blades? No, it's a great sword, and many level 60's use it until they can get a better one out of a level 70 RAID instance. The krol blade is also a BoE world drop, which means it has a pretty low item level. If it came from say, a level 50 raid instance, it would be even better. You would not replace it with a level 60 green/blue.
And another thing I hear many (probably non-raiders) say is that you will be able to zerg AQ/Naxx at level 70 for free loot. No, you will not be able to. 10 levels would help but unless you have the skill and strategy to go with it you will not get anywhere. You might last a few % points of health longer, but saying you can just go in with 20 level 70's and click a few buttons and walk out with loot is just stupid and ignorant.

Although I would agree with a lot of the information of your post, your tone seems to be a bit heated. I'm not saying you have to do anything, but maybe get a cold glass of water and relax for a bit.
I think your statement on what will or will not be possible to do at level 70 with current dungeons is a bit of an assumption. No one would have guessed that some of the content implemented shortly after release would be possible with groups of 20 or even 10 people. Those cases are bypassing the exception and rapidly becoming the rule.
I don't have any information to specifically and officially state what will or will not be possible (there are just too many variables anyway), but I wouldn't underestimate strategy, gear, and skill progression amongst your fellow players.[ post edited by Drysc ]
