DISCLAIMER. The following was NOT written by me, I just thought it should be in its own thread instead of at the end of some thread already lost.
Someone else made this point already, but Blizzard has already decided on the BIG idea of having world pvp events in Silithus and EPL. The problem is that both sounds rediculous and not fun.
Obviously Blizzard is living on a different planet than we are and don't understand "World PvP".
The only thing we can do now is tweek the minor details and hope it's something that would be fun for maybe 1 day and then go back to the normal stuff we do.
Let me help Blizzard understand what world PvP is.
World PvP - The act of invading enemy territory or neutral land and removing your opposing faction from it. This does not include avoiding civilians as they are collateral damage and worthy of making a new throw rug in my living room. The act of destroying enemy structures and building your own, stopping the enemies flow of supplies, and showing them who is boss.
What is NOT World PvP. Gathering sand/Armor scraps to get a buff.
Give Rank 14's the gear they RIGHTFULLY DESERVE!

I don't think I can say it any plainer when I say that your concept of World PvP simply does not mesh with the existing game and it's design philosophy.
I realize the idea of pillaging towns, razing farms and otherwise mistreating livestock has definite appeal in an environment such as an MMO, but it is a particular style of play. This particular style of play naturally has some intrusive aspects to it and is therefore something we have constrained with other mechanics.
However, it is important to note that DKs are not something we want around forever and we are evaluating it's necessity in preventing disruption of various activites in a zone(such as questing). We want to have a consequence or a mild deterrent to occupying towns or quest hubs(read:killing questgivers) and will be looking at other methods of encouraging or discouraging player collision of that kind, without resorting only to DKs.
Current zone PvP additions are simply a step in this direction, to gauge potential types of activity. We plan to expand on various PvP activities in the expansion and have a better opportunity to really work PvP into the core design of a zone, rather than having it as an additional activity attached later.
In short, we want PvP to be participatory and not obligatory. I realize a lot of idealism appears to be against this at first, but we would still like to see how players interact with these upcoming additions.

Q u o t e: If it was just to protect quests then you could easily make them invincible or not targetable by the opposing faction.
We're really not interested in populating the world with invincible NPCs. We think it's actually lamer than DKs. At least with DKs, you still have a choice, with invincible NPCs you get nothing and like it.
