	PvP changes are done on a global basis. Meaning all servers will have access to any changes that affect PvP. World PvP events will just need to be triggered on a PvE server whereas those on a PvP server will most likely already be in a 'hot' zone so need no extra trigger. To light a candle is to cast a shadow.
