We looked into this this morning, and we just want to let you know that the reason the Paid Character Transfer system is unavailable right now is because its queue is currently at max. capacity. A queue system is used to make sure that the realms, accounts, and hardware that are involved in the process remain stable. Please check back from time to time to see if the queue has opened up. Were sorry for the inconvenience, but in this case, its necessary to avoid impacting the game as a whole. Well work on modifying the message that appears on the website during such times in order to help prevent further confusion.
Please note that the queue system doesnt affect existing character-transfer requests, so if you have one already in process that youd like to confirm or cancel, you can still do so by clicking the Transactions link in the menu bar at the top of the Paid Character Transfer page.
