I haven't heard anything new on this Ootah but I'll see if I can get any additional clarification on it. I do believe someone else said that if there is a name change (ie marriage) that you can contact billing and get a name change done with proof of the marriage.
I will double check on this today though there is no guarantee I'll hear anything today on it.

We do realize that many people are living in the same household and would like the option of moving a character to a new account so that they can play together. We have reported the community feedback however there is no new information that I can give you about any possible change to the current policy. If and when there is a change we will definitely keep everyone informed of it.
We continue to try to find ways of accomodating the community as much as we can while keeping security of accounts very much in mind.
