Matching is still something that is being evaluated and will not be in the 1.12 patch with the cross server battlegrounds. If/when it's put in, it will be at the same time as the expansion. Of course this could change at any time but that's the current status.

Actually there will be things accessible that aren't a part of the expansion itself. Many things that are world changing or altering will be accessible across the board so that everyone will have access; such as, honor changes or matching for battlegrounds.
It's a misnomer to think that certain aspects will only be available by purchasing the expansion though of course content being created specifically for the expansion will need to be purchased separately.
