Yes you can. Any area that is still in development is off-limits. The most important thing to remember is that since they are still in development there is no telling if by entering those areas you could get bugged or not.
I'm sure most people would prefer to wait to see a finished area than to walk into an unfinished one, get bugged, try to petition and then get banned.
