I have no keyring icon. people say its between the latency bar and your bags, I dont have room there for an icon. I have no mods or UI's. I thought at first only people with keys would see it, but other people who are lv 9 have on and have no keys either. What gives?

Right, the icon won't appear until you obtain something that could be considered a 'key ring item'. Once you do obtain an item that can be stored on the key ring the icon will appear right next to the latency bar, to the left of your bags.
