There's no scourge respawning on Kalimdor. Is this a glitch?

Best bet would be to submit a GM ticket reporting the matter. If this is happening on more than one realm, trying to sort out the matter on the forums won't help as much as we want it to.
edit - keep in mind, if a zone has been cleared of a necropolis, it will take a few hours for another to respawn (with additional mobs). This may take the appearance of "nothing is happening" in a particular zone.[ post edited by Tseric ]

It's not a matter of me not believing you. The issue is, I don't have a GM account, nor do I have the tools to resolve the issue, should I encounter one. The GMs have these things and are in a better position to deal with the matter directly. All I could do is report the matter, have someone else investigate and have someone else resolve the matter. That is pretty much the same thing you want to do, so, we're in the same boat.
I am talking to people now about the matter, looking to narrow things down.
