In 1.10, players seeking the Magister Boots no longer have to kill the Postmaster but rather take down Hearthsinger Forresten in Strath, a more convenient endeavor, however the location of the Devout Mantle remains unchanged.
Every other classes set pieces that I can think of, with the exception of the dreadmist shoulders, drop in a convenient place for people to obtain. Thats is, You don't have to venture out of your way risking a wipe on an event 8 other people don't want to do. Imo, theres a kind of irony in not running Father Flame to progress the healers in your group when they usually the class most sought after for UBRS and more importantly keep everyone alive.
Furthermore, after running instances multiple times and looking up drop rates, I have come to the conclusion that the frequency in which they drop is "working as intended." Blizzard knew that no one in their right mind would want to play a savior, rather the hero. For these reasons, blizzard made priest stuff drop less frequently so that there would always be priests LFG "insert lame instance here".
Move Devout Mantle to an easier accessable location where people won't whine and complain about doing. Even Jandice is more desirable then Father Flame.

I wouldn't compare the endeavor involved with obtaining the Magister Boots pre-1.10 to that of obtaining the Devout Mantle. I've attempted both items, for myself and those in my party, dozens upon dozens of times.
Father Flame is very near the beginning of the entrance to UBRS, and you don't venture out of your way -- you simply choose to activate an event in an area that you're forced to travel through. An event that's not that dangerous at all, when engaged properly. It sounds as though you're simply frustrated by your attempt to obtain your mantle. Trust me, everyone attempting to collect a set in this game can tell you a story about their efforts for this piece, or that piece.
Your judging probability by your own experience and emotion. You'll never meet logical conclusion when utilizing that method.
