Just wondering, has there ever been a "World Event" in this game? I know they were promised.

From your question and your follow-up, I believe you may have a different definition of World Event than we do.
The very basic premise of a World Event in our game is to change the feel of the world for a while.
Now, whether that change is in looks (the Hallow's End event is the best example of this, with the decorations in practically every inn and the rampant costumes), behavior (people seeking friends to mend their broken hearts during Valentine's Day), or story (the one-time Ahn'Qiraj war event, or the Scourge Invasion) all depends on the given event and what we want to accomplish.
If you're looking for some GM-controlled monster terrorizing the populace, then I'm afraid you'll be disappointed. We follow a different design philosophy for World Events on our team, but I feel what we've done thus far has certainly enhanced the world, and we've got some fun plans for the future, as well.

Chub, this is something I remarked on in another thread that was just recently bumped, but just to recap briefly...
I completely understand your point of view. You want to see the world change. You want to see and feel the impact of something happening worldwide, to change your very gameplay experience for a while no matter where you go.
Your mentality is shared by some, but not by others. There are also a number of players who enjoy events, but prefer to "opt-in" instead; they don't want their normal gameplay routine disrupted in any significant or inconvenient way.
We have to keep both mentalities in mind when designing content.
Still, I think the Scourge Invasion coming up strikes a balance between the two fairly well.

The basic idea is to "re-use" instance locales, for long turnning, continuous story lines. for example; about a year ago, i cleared those silly pirates out of deadmines. why are they still there? now that i've cleared the instance, maybe it could "turn into" another instance; same location, same general art/textures, but new mobs, new quests, new story lines. maybe the empty cave is being overrun by nature elementals? maybe orcs from BRM have tunneled down to the mines, are are staging a major invasion of westfall? did epic murlocs move in? actually, maybe all of these things happened- the same dungeon could be reused many times for a single player, to enable long, persistant stories.
every current instance could be re-used in this way, to dramatically incrase the quality, quantity, and impact of in-game lore, without having to develop scores of new zones.
when a party enters an instance, the instance would automatically assume the story of the lowest lvl player. if you wanted to go back and farm/run an earlier version of the instance, you could get a popup that let you pick an instance, similar to the battleground queue dialogue.
This isn't really my department, but as a note...
You might be surprised how much time goes into the design you're referring to. Completely changing a given dungeon's content -- not necessarily the art or geometry, but the spawns -- is a large task, and developing extra content around it also takes a significant amount of time. What you suggest would not be a dramatic reduction over simply creating a new instance entirely.
As I said, however, not my department. I'm just a World Event Designer. ;)
