1.11 fun nerfs:
- Gnomish Mind Control Cap only useable on Out of Combat targets
- Mark of Shame is gone (undocumented)
- Twinks now gain experience for flag caps in WSG/node caps in AB, forcing them to level up (undocumented and unconfirmed, but it looks to be the case)
- No longer possible to get on top of Orgrimmar (undocumented)

The Gnomish Mind Control Cap was changed to reduce pure griefing potential.
The Mark of Shame was being used in ways that could cause other players grief. While it was a fun idea, it was unfortunately allowing many people to take advantage of gameplay avenues which were not intended.
There is no intention to provide experience to players while in the Battlegrounds. If players are receiving experience from capturing flags or resource nodes, I believe it would be an unintended bug. I have yet to see any proof that experience is given in these situations beyond forum rumor.
Exploiting terrain is not a game mechanic or feature.
