We are happy to announce the opening of two new realms: Altar of Storms, a PvP realm, and Uldaman, a PvE realm. These realms are located on our latest World of Warcraft site, which feature all new hardware. This will provide an opportunity, to new and old players alike, to begin fresh adventures in Azeroth!

We certainly could have, and they would be in a geographic location which would result in a play experience that would be, I'll use, 'less than optimal' for players in Oceania. Its not something Oceanic players would want, and its not something we are going to do just to provide new realms a week or so sooner than they would have been otherwise.
