Subject: Tseric doesn't care... about Tactical Mastery
   Warriors have been clamoring to make Tactical Mastery a trainable talent for a YEAR. We've been told no (by him) because other classes have "core abilities" that are not trainable such as the Mage's IAE and Evocation. Well it seems the devs have changed their minds with the recent Priest changes as well as the upcoming Mage review. And now they even turned a 31-point talent into a free ability for all druids. That's quite a significant change in design philosophy from when warriors originally requested changes to TM.

So what's the hold up for making TM into a trainable ability? This is a no brainer. Or does Tseric and the devs think this is overpowered and shouldn't even be implemented? Let's see what Tseric had to say regarding similar concerns about making Innervate into a free ability:

So lets do it for Tactical Mastery. This isn't a talent, it's a PRISON we can't spec out of. We don't want a new rage system in 1.12, which in all likelihood will turn out to be a nerf. Just apply the same philosophy of "core abilities" to warriors as you are doing with Priests/Mages/Druids.

Tseric doesn't know very much about the warrior class but I'd love nothing more than for him to prove me wrong and recognize the double standard in regards to neglecting Tactical Mastery.

   Tanque! I've missed your rants with their personal jabs at me. Never thought you'd come out to general. Good to see ya.

These types of changes have always been on a case by case basis. Maybe I didn't express that directly in previous discussions of this on the warrior boards, but that was the intent.

There are other game play considerations that were expressed to me when I brought up the issue of TM with the lead designer (who happens to play a warrior). He said to me that he liked maintaining Tactical Mastery as a talent because it enforces a decision to be made with regards to game play. He also considers it to be less intuitive than other abilities and therefore wants newer players to come upon TM on their own terms. Offering it from a trainer can potentially confuse players who don't have the savvy of a level 60 and might not truly understand the full use of it, due to lack of context. Having it chosen as a talent puts it in a place where the player has to make different decisions of game play, at a point where they might understand the full effect of the ability.

Now, granted, this probably doesn't add up to a 60 much, as you aren't making the same considerations and decisions as a level 40, but it still has importance to the designers for ease of play in leveling.

Believe me, there is nothing more I would like to say to you now than, "Hey, Tanque, guess what?!?!TM is trainable!". But you and I both know that is not in my power. I have brought the community's reasoning and concerns to the table and reiterated them. It is still on the table, but ultimately the decision is not in our hands, but the devs.

The only thing I would really take issue with is the fact that the innervate change is causing so many copy-cat requests that it is sort of poor ground to redouble your efforts on this, at this particular moment in time. It doesn't really convince anyone that warriors have a great need for this, but that some players want what others have received. The devs aren't really receptive to that; Bottom line.

Nevertheless, because I like you so much, Tanque, I will personally mention the warriors concerns with this change and the continued desire of warriors to have TM trainable. Again, I can restate the concerns, but the change is not mine to make.
