Subject: Increase the number of BG instances.
   Ever wonder why it takes so long to get into a BG even though the server is queued and you know there are at least 100 people on both sides waiting to get in?

It's because each BG can only have three instances running at once.

There are two solutions to making a shorter BG queue time:

Solution #1: Increase the number of BG instances from 3 to 10, or allow each bracket to have 3 instances at once.

When you have low-level BGs running, they take up one of those precious BG instances. That's why level 60 BGs have queues that take an hour to get through. It has to load up a BG for every bracket. In the case of WSG, there are 5 brackets, and if each one has people waiting, it could take a very long time for a level 60 BG to start.

The only problem with doing it this way is that more instances mean more strain on the server.

Solution #2: Remove the lower brackets of BGs and only alow level 60s inside.

Doing this would mean there are always 3 level 60 BG instances running. There would be faster queues, and faster queues means more PvP. More PvP means people won't be sitting around bored all the time.

This isn't likely to happen because low levels like to PvP also.

I suggest solution #1.

   I'm not aware of any limitation to the amount of instances that are available to be run for any specific Battleground. I think you may simply be seeing a coincidental occurrence. Even though there may be enough queued for your faction, there may not be enough queued for the opposite faction.
